I believe it might be related to the handbrake, ? Return spring.

Definitely the hand brake cable return spring from under the chassis centre rear. The plastic bit screws into the main cable adjusting thread and the hook hooks into the chassis.

It's been removed by someone working under the vehicle sometime.
